CALL FOR NATIONAL COALITION MEMBERS
ROMA CIVIL MONITOR 2021-2025
In the aftermath of the adoption of the EU Roma Strategic Framework for Equality, Inclusion and Participation (EURSF) on 7 October 2020 and at the initiative of the European Parliament, the European Commission has launched the Roma Civil Monitor (RCM) initiative for the next four years 2021-2025 under a full title “Preparatory action – Roma Civil Monitoring – Strengthening capacity and involvement of Roma and pro-Roma civil society in policy monitoring and review”. This initiative is a follow-up to the Roma Civil Monitor pilot project 2017-2020 and aims at involving at least 90 Roma and pro-Roma civil society organizations and individuals from 26 EU Member States (Malta is not included) in monitoring and reporting mainly on the Member States’ national Roma strategic frameworks (NRSF) but also other policies concerning Roma. The initiative will contribute to building the capacity of the national Roma and pro-Roma civil societies and will provide them with systematic support in engaging in the dialogue, advocacy and cooperation with national stakeholders.
The Phiren Amenca International Network as national coordinator of the Roma Civil Monitor 2021-2025 for Belgium, the Netherlands and Luxembourg has to set up a consortium of 2-3 organizations and these organizations will participate in activities aimed at building their capacities needed for:
- critical monitoring of public authorities’ actions (or their lack) for Roma equality, inclusion, and participation at different levels (local, regional, national),
- participation in the design, implementation and monitoring of the public policies with impact on the equality and inclusion of the Roma.
The RCM coalitions will coordinate and support its members in engaging in dialogue with public authorities and other stakeholders (including media and mainstream civil society) and to participate in policy-making structures and processes to advocate for needs and interests of the Roma communities.
Within the RCM initiative, members of the RCM coalition will have opportunity to participate in different capacities in:
- development of national monitoring reports,
- development of transnational thematic reports,
- development of national sustainable cooperation annual plans,
- transnational cooperation and networking with other CSOs participating in the RCM,
- development and implementation of a small project funded by the RCM.
Eligibility criteria to become member of the national RCM coalition:
- being a registered NGO,
- having at least two years history of activity in the Roma/pro-Roma movement, or in related social movements (human rights, anti-racism, anti-discrimination),
- having demonstrated experience in at least one of the following thematic fields: education, employment, healthcare, housing, social services, community organising, anti-discrimination, fighting antigypsyism
- willingness to cooperate with other CSOs in the country and across Europe.

MONITEUR CIVIL ROM 2021-2025
Dans la foulée de l’adoption du Cadre stratégique de l’UE pour les Roms en matière d’égalité, d’inclusion et de participation (EURSF) le 7 octobre 2020 et à l’initiative du Parlement européen, la Commission européenne a lancé l’initiative Roma Civil Monitor (RCM) pour les quatre prochaines années 2021-2025 sous un titre complet “Action préparatoire – Roma Civil Monitoring – Renforcement des capacités et de la participation de la société civile rom et pro-rom au suivi et à l’examen des politiques”. Cette initiative fait suite au projet pilote Roma Civil Monitor 2017-2020 et vise à impliquer au moins 90 organisations et individus de la société civile rom et pro-rom de 26 États membres de l’UE (Malte n’est pas incluse) dans le suivi et le compte rendu principalement des cadres stratégiques nationaux pour les Roms (CSNR) des États membres, mais aussi d’autres politiques concernant les Roms. L’initiative contribuera à renforcer les capacités des sociétés civiles nationales roms et pro-roms et leur fournira un soutien systématique pour s’engager dans le dialogue, le plaidoyer et la coopération avec les parties prenantes nationales.
Le Réseau international Phiren Amenca, en tant que coordinateur national de l’Observatoire civil des Roms 2021-2025 pour la Belgique, les Pays-Bas et le Luxembourg, doit mettre en place un consortium de 2 ou 3 organisations qui participeront à des activités visant à renforcer leurs capacités en ce qui concerne les points suivants
- un suivi critique des actions des autorités publiques (ou de leur absence) en faveur de l’égalité, de l’inclusion et de la participation des Roms à différents niveaux (local, régional, national et local), et la participation des Roms à différents niveaux (local, régional, national),
- la participation à la conception, à la mise en œuvre et au suivi des politiques publiques ayant un impact sur l’égalité et l’inclusion des Roms.
Les coalitions de MCR coordonneront et soutiendront leurs membres dans le dialogue avec les autorités publiques et les autres parties prenantes (y compris les médias et la société civile) et dans la participation aux structures et processus d’élaboration des politiques afin de défendre les besoins et les intérêts des communautés roms.
Dans le cadre de l’initiative RCM, les membres de la coalition MCR auront l’opportunité de participer à différentes capacités à :
- l’élaboration de rapports de suivi nationaux,
- le développement de rapports thématiques transnationaux,
- le développement de plans annuels nationaux de coopération durable,
- la coopération transnationale et la mise en réseau avec d’autres ONG participant à MCR,
- le développement et la mise en œuvre d’un petit projet financé par MCR.
Critères d’éligibilité pour devenir membre de la coalition nationale de MCR:
- être une ONG enregistrée,
- avoir au moins deux ans d’activité dans le mouvement des Roms/pro-Roms, ou dans des mouvements sociaux connexes (droits de l’homme, antiracisme, anti-discrimination),
- avoir une expérience avérée dans au moins un des domaines thématiques suivants : l’éducation, l’emploi, les soins de santé, le logement, les services sociaux, l’organisation communautaire, la lutte contre la discrimination, la lutte contre l’antitsiganisme.
- volonté de coopérer avec d’autres OSC dans le pays et en Europe.

ROMA BURGERMONITOR 2021-2025
In de nasleep van de goedkeuring van het strategisch EU-kader voor gelijkheid, integratie en participatie van de Roma (EURSF) op 7 oktober 2020 en op initiatief van het Europees Parlement heeft de Europese Commissie het initiatief “Roma Burgermonitor” (RBM) gelanceerd voor de komende vier jaar 2021-2025 onder de volledige titel “Voorbereidende actie – Roma Burgermonitoring – Versterking van de capaciteit en de betrokkenheid van het maatschappelijk middenveld van Roma en pro-Roma bij de monitoring en beoordeling van het beleid”. Dit initiatief is een vervolg op het proefproject “Roma Civil Monitor” 2017-2020 en heeft tot doel ten minste 90 Roma- en pro-Roma-middenveldorganisaties en -persoonlijkheden uit 26 EU-lidstaten (Malta is niet inbegrepen) te betrekken bij de monitoring van en rapportage over voornamelijk de nationale strategische kaders voor de Roma (NRSF) van de lidstaten, maar ook over andere beleidsmaatregelen betreffende de Roma. Het initiatief zal bijdragen tot de capaciteitsopbouw van de nationale Roma- en pro-Roma-middenveldorganisaties en zal hen systematisch ondersteunen bij het aangaan van de dialoog, pleitbezorging en samenwerking met nationale belanghebbenden.
Het Phiren Amenca International Network moet als nationale coördinator van de Roma Burgermonitor 2021-2025 voor België, Nederland en Luxemburg een consortium van 2-3 organisaties opzetten en deze organisaties zullen deelnemen aan activiteiten die gericht zijn op de opbouw van hun capaciteiten die nodig zijn voor:
- het kritisch volgen van de acties (of het gebrek daaraan) van de overheid voor de gelijkheid, integratie en participatie van de Roma en participatie op verschillende niveaus (lokaal, regionaal, nationaal)
- deelname aan het beleidsontwikkeling, de uitvoering en de monitoring van het overheidsbeleid met gevolgen op de gelijkheid en integratie van de Roma.
De RBM-coalities zullen hun leden coördineren en ondersteunen bij het aangaan van een dialoog met de overheid en andere belanghebbenden (waaronder de media en het reguliere maatschappelijk middenveld) en het deelnemen aan beleidsvormingsstructuren en -processen om de behoeften en belangen van de Roma-gemeenschappen te bepleiten.
Binnen het RBM-initiatief zullen de leden van de RBM-coalitie de gelegenheid krijgen om deel te nemen aan verschillende hoedanigheden:
- de ontwikkeling van nationale monitoringverslagen
- de ontwikkeling van transnationale thematische verslagen
- de ontwikkeling van nationale jaarplannen voor duurzame samenwerking
- transnationale samenwerking en netwerkvorming met andere maatschappelijke organisaties die deelnemen aan het RBM
- ontwikkeling en uitvoering van een klein project dat door het RBM wordt gefinancierd.
Criteria om lid te worden van de nationale RBM-coalitie:
- een geregistreerde NGO zijn
- ten minste twee jaar actief zijn in de Roma/pro-Roma-beweging, of in verwante sociale bewegingen (mensenrechten, antiracisme, antidiscriminatie)
- aantoonbare ervaring op ten minste een van de volgende thematische gebieden: onderwijs, werkgelegenheid, gezondheidszorg, huisvesting, sociale diensten, gemeenschapsorganisatie, antidiscriminatie, bestrijding van zigeunerhaat
- bereidheid om samen te werken met andere maatschappelijke organisaties in het land en in Europa.
